I was very surprised that you can do this entirely with modern Java tooling, without needing anything from the ancient J2ME SDKs. Just OpenJDK 8 targeting Java 1.3 on a source level, and Java 1.1 for the bytecode target. Then using ProGuard to do the preverification step which does some processing to make the KVM able to run it. And for the javax.microedition libraries, Microemulator provides an API stub JAR for MIDP 2.0 and CLDC 1.1 which you can build against.
